Description:
Produces a blue light and causes the air in front of the wand tip to reach
extreme cold temperatures. This can be used to freeze water or protect from
fire, but not really useful in duels.

can be augmented to become more powerful with an added incantation, and
changing the Wand Gesture to a forward slash.

duration.
