Backstory
As you enter Diagon Alley through the Leaky Cauldron, you turn right and go towards the end of the alley. This place was recently cleaned as you were here 2 weeks ago. Where there used to be a scary building was a clean building with a big sign outside stating that this was the "Dimond Shop for Magical Items and Creatures" Then you see a sign to join this group so you should do it.
